Create list manager

This is a pretty important thing, you must create a list manager interface (there is already the begining of one which is entirely non-functional) and service component for managing and maintaining lists. The list manager component needs to allow compilation of lists from varying demographics, as well as provide opt in and opt out mechanisms.
