Sagot Event loop API

Create and implement the event loop API for sagot

• Must allow creation of multiple event loops and event contexts
• Must be thread safe

This work will preceed development of io channel APIs.

(In [23]) Migrated to Dapper & Completed FileChannel Object

• Upgraded my home workstation to dapper, so I had to change configure.in.
• Added iochannel and filechannel implementations:
  • sagot_glib_filechannel.c
  • sagot_glib_filechannel.h
  • sagot_glib_iochannel.c
  • sagot_glib_iochannel.h
• Ensured that sagot loads channel implementations
