Implement Mailer component in Java.

Description

This is a new ask to review the java mailer and reach 0.01, or full complete sending mailer.

The mailer must implement startCampaign and stopCampaign methods, and must be integratable with the current system through the existing pub/sub framework. Those are the sole requirements
